In a collective effort to strengthen the capacity of local frontliners in emergency preparedness and disaster response, the 𝐁𝐚𝐬𝐢𝐜 𝐈𝐧𝐜𝐢𝐝𝐞𝐧𝐭 𝐂𝐨𝐦𝐦𝐚𝐧𝐝 𝐒𝐲𝐬𝐭𝐞𝐦 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 was successfully conducted from 𝐉𝐮𝐥𝐲 𝟏𝟔 𝐭𝐨 𝟏𝟖, 𝟐𝟎𝟐𝟓, with the active participation of Barangay Officials and Barangay Health Workers (BHWs) in Sorsogon.
The three-day training, organized in collaboration with the Provincial Local Government Unit (PLGU) of Sorsogon, aimed to equip grassroots responders with the fundamental knowledge and skills in implementing the ICS, a standardized, on-scene, all-hazard incident management approach that enables coordinated response during emergencies and disasters.
This capacity-building initiative forms part of the province’s continuing commitment to enhancing local disaster risk reduction and management efforts in line with Republic Act 10121. The training emphasized the importance of a unified command, effective resource management, clear communication flow, and structured response strategies, especially during multiple-casualty incidents, natural disasters, and other emergencies.
Guiding the participants throughout the sessions were experienced and passionate instructors from the Community Action for Disaster Response (CADRE) professionals known for their dedication and extensive field experience. Their insights and practical knowledge enriched the training sessions, enabling participants to gain a deeper understanding of the principles of ICS through interactive discussions, group exercises, and scenario-based simulations.
Participants expressed appreciation for the hands-on learning experience, acknowledging the importance of ICS in their roles as first responders at the barangay level. Many cited the training as not only timely but also empowering, especially in the face of growing climate-related risks and public health emergencies.
The PLGU Sorsogon reaffirmed its commitment to support continuous learning and disaster resilience initiatives in partnership with all 541 barangays of the province, recognizing that an informed and organized local response system is crucial to saving lives and protecting communities.
With empowered local leaders and BHWs trained in ICS, Sorsogon takes another step forward in building safer, more resilient communities ready to respond effectively when disaster strikes.
