Sorsogon Strengthens Disaster Preparedness Through Successful 5-Day Exercise Design Course

The Provincial Government of Sorsogon, through the Sorsogon Provincial Disaster Risk Reduction and Management Office (SPDRRMO), successfully conducted a five-day Exercise Design Course, bringing together disaster risk reduction and management practitioners and partner agencies to strengthen their capabilities in designing, developing, conducting, and evaluating disaster preparedness and emergency response exercises.

The training was participated in by representatives from the Sorsogon Provincial Disaster Risk Reduction and Management Council (SPDRRMC), Local Disaster Risk Reduction and Management Offices (LDRRMOs), and various partner agencies, highlighting the importance of collaboration and interoperability in building a more prepared and disaster-resilient Province of Sorsogon.

Throughout the five-day course, participants underwent a comprehensive series of modules covering the essential components of exercise design and management. The training began with Exercise Concepts, which introduced participants to the fundamentals of exercises, the different types of exercises, and common disaster risk reduction and management subjects that can be incorporated into exercise scenarios.

The participants also explored Exercise Preparations, including developing an exercise program, securing management buy-in, and organizing planning requirements. This was followed by the Exercise Planning Process, which focused on the exercise design and development phases and provided participants with the knowledge and tools needed to transform identified risks, hazards, and operational objectives into realistic and well-structured exercises.

The course further covered Exercise Conduct, equipping participants with an understanding of how exercises are effectively implemented and managed, as well as Post-Exercise Activities, emphasizing the importance of evaluation, documentation, lessons learned, and identifying areas for improvement after every exercise.

The Provincial Government of Sorsogon and SPDRRMO extend sincere appreciation to the Office of Civil Defense (OCD) Region V for its invaluable support and for providing highly competent resource speakers and instructors who generously shared their knowledge, expertise, and experience throughout the five-day training.

The successful completion of the Exercise Design Course marks another significant step toward enhancing the readiness and capabilities of Sorsogon’s disaster risk reduction and management community. By strengthening the capacity of the SPDRRMC, LDRRMOs, and partner agencies to develop and conduct realistic exercises, the Province continues to promote effective coordination, test emergency plans and procedures, identify operational gaps, and improve collective preparedness for disasters and emergencies.

Through initiatives such as the Exercise Design Course, the Provincial Government of Sorsogon remains committed to strengthening readiness through realistic scenarios and fostering a culture of preparedness, collaboration, and resilience among communities and disaster response stakeholders across the province.
